Operations Markets Consumers, Numbers and Chair's Office Commission

The Markets department promotes competition in the telecommunications market and monitors compliance with the Postal Act.

Regulation

Operating in cycles of three years OPTA analyses the fixed and mobile telephony markets and those for broadcasting, broadband and leased lines. If an analysis reveals that a party holds significant market power, there is a risk that competition will be impeded. In such a case OPTA will impose remedies on such a party, which will be published in so-called market analysis and other decisions or rulings, setting out the details of those remedies. This produces greater choice and fair prices for consumers.

Regulation and enforcement

In addition, this department monitors the electronic communications markets. This includes the assessment of concrete tariff proposals, reports concerning remedies that have been imposed, conducting specific checks, and handling disputes and complaints. Finally, the department monitors the provisions of the Postal Act and proceeds with enforcement where necessary. This includes monitoring the postal market, as well as the quality and availability of the public postal service, and the prices charged for it.
