OPTA has a duty to charge number holders a fee for all of the activities involved in assigning, reserving and changing numbers. This also applies to the fees for monitoring those duties associated with the use of numbers. The amount levied by way of these fees is determined by the Minister of Economic Affairs each year and is published in the Staatscourant. They are broken down into five classes. You will find those applicable in 2008 below.

Example of Tariff Class 1: mobile network code
An application for a mobile network code will cost you a one-off fee of EUR 500.00. In addition, you will also pay EUR 80.00 immediately for monitoring each year. In the first year you will therefore pay a total of EUR 580.00. You will only pay the annual regulatory fee every subsequent year.

Example of Tariff Class 2: geographic numbers
You apply for 1,000 geographic numbers covering all 141 dialling code areas. The assignment of those numbers will cost you a one-off fee of EUR 2,115.00 (141 * EUR 15.00). In addition, you will pay an immediate fee of EUR 564.00 (141 * EUR 4.00). In the first year you will therefore pay a total of EUR 2,679.00. You will only pay the annual regulatory fee multiplied by 141 every subsequent year.
Example of Tariff Class 2: public electronic communications services
You apply for 1,000 numbers whose designated use is ‘public electronic communications services subject to a terminating call tariff limit’. It will cost you EUR 150.00 to have them assigned, because this is the minimum amount which is charged for assignment. In addition, you will pay EUR 40.00, because this is the minimum annual regulatory fee. In the first year you will therefore pay EUR 190.00. You will only pay the annual regulatory fee every subsequent year.

Example of Tariff Class 5: corporate numbers
You apply for 150 corporate numbers. It will cost you EUR 70.00 to have these numbers assigned, because those 150 numbers will be rounded up to 200 and you will then pay twice EUR 35.00. In addition, you will immediately pay EUR 8.00 by way of an annual regulatory fee, because the number of numbers will be rounded up to 200 for this purpose as well. This represents a total of EUR 78.00 in the first year. You will only pay the annual regulatory fee every subsequent year.
Example of Tariff Class 5: bulk corporate numbers
You apply for 2,000 corporate numbers. You will pay EUR 700.00 (200 * EUR 35.00) to have them assigned. In addition, you will also pay EUR 80.00 immediately by way of an annual regulatory fee (20 * EUR 4.00). This represents a total of EUR 780.00 in the first year. You will only pay the annual regulatory fee every subsequent year.
